Some scientist hold proposed that some neoplastic disorders might be diagnosed earlier if they can find an elevation of extracellular DNA contained by plasma/serum. This would be cut-up pieces of dna or plasmids and not genetic nuclear dna as we would normally have an idea that of it.
As far as I could find they are still trying to find out what an average level contained by μg per litre would be.

there shouldn't be any free-floating dna surrounded by plasma. dna is actually rather unstable outside of a cell and gets swiftly broken down by enzymes in the blood. if near are viruses present within the bloodstream, then i suppose that could qualify as "cell-free dna" but again, that wouldn't be found typically in the bloodstream.
